Elm bark beetles carry the fungus that causes Dutch elm disease, and they are drawn to the smell of a fresh cut. Pruning while they are active invites them onto a healthy tree. They go dormant in October, which is why the window opens then.

Alberta and British Columbia are still classified as free of Dutch elm disease. Alberta intends to stay that way, and the strictness follows from that. Edmonton confirmed its first cases in 2024, where elm makes up roughly a fifth of the boulevard and open space tree inventory.

In Edmonton the ban sits inside the Community Standards Bylaw, so it is enforceable rather than advisory.

Removing an entire elm is allowed at any time of year. Stumps should be de-barked or ground to about 10 centimetres below soil level.

If a storm damages an elm during the ban, the damaged wood can be dealt with, but the branches have to be chipped, burned or buried promptly. A city inspector can also approve limited clearance pruning around an electrical hazard or a construction conflict. In Edmonton, any pruning during the ban needs written permission through 311 first.

Elm wood cannot be stored on your property under any circumstances, and it cannot be kept as firewood. Bringing elm firewood into Alberta is illegal. Edmonton residents take elm wood to the Edmonton Waste Management Centre, and residential loads go free.

If you are pruning yourself, sterilize your tools between cuts. The City of Calgary lists methyl hydrate, a 25 percent bleach and water solution, or 70 percent rubbing alcohol.

One thing to do in August rather than October. Provincial guidance says stop watering elms in mid August so the tree hardens off for winter, then give it a good soaking or two before the ground freezes.

Ask two questions. Are you ISA certified, and where is my wood going. An arborist who cannot answer the second one is a liability, because improper disposal is the fastest way this disease moves.
