Snow removal in Regina runs on a 48 hour clock under the Clean Property Bylaw, and the clock starts when the snow stops falling. Properties in Schedule B, mostly downtown, get 24 hours instead.

What the bylaw requires
Sidewalks have to be cleared to the edges and as close to the concrete as you can get, not a single track down the middle.
You can put the snow on your own property or along the curb next to the sidewalk, as long as it does not interfere with traffic. Shoveling or blowing it into the road is not allowed.
What it costs to miss
Miss the window and you get a Notice of Non-Compliance with a new deadline attached. Ignore that and the City arranges the clearing and charges it to your property tax account, which has been estimated at around $300, on top of a $100 fine.
The sandboxes are gone
Regina discontinued its public sandbox service on January 1, 2026, and the sandboxes have been removed.
If your winter routine involved filling a bucket for your steps and walk, that option no longer exists. Sort out your own sand or ice melt before the first freeze rather than discovering it in December.
PRO-TIP FOR SOME: Several customers have mentioned to our operators, for help preventing voles under the snow during the winter - sprinkling “used and sifted” non-clumping cat litter near water sources. Apparently the odor of feline is on its own a deterrent! But you can also use clean, unused kitty litter as a stop-gap measure for traction!
If you cannot clear your own walk
Regina's Snow Angels program runs through community associations rather than the City, and 11 neighbourhoods offered it this past season. Contact your own community association directly.
The 48 hour clock does not pause because you are travelling or recovering from surgery. If that is your winter, a seasonal contract is more reliable than a volunteer.
During the slippery periods with melts and false starts, you can use several things to help make it safer, but please do your best to seek help if you cannot handle snow clearing on your own. The sooner you call in the better!
